Pakenham has become a major growth area in Melbourne's south-east: 5,847 people in 1991, 54,118 at the 2021 Census. So the job depends on which Pakenham you're in. An older home near the town centre, a 2000s estate house and a new build each need something different, and homes built from 1 January 2027 must be all electric.

Which Pakenham are you in?

The older town

Victorian Places says Pakenham was part of a planned growth corridor from the late 1960s. The Housing Commission bought about 400 hectares and developed part of it as a housing estate, and suburban trains arrived in 1975.

The estates

More housing went in north of the town in the 1990s, and the population hit 33,999 by 2011. Estates such as Lakeside, Heritage Springs and Cardinia Lakes are part of that growth.

Big houses, young mortgages

At the 2021 Census, 86.4% of homes were separate houses and 42.0% had four or more bedrooms. 46.3% were owned with a mortgage, 30.8% rented and only 18.7% owned outright.

New builds

From 1 January 2027, new Victorian homes are built all electric, and plumbing that connects mains gas to a new building is prohibited.

What each kind of Pakenham home needs

Building new. Your heating and cooling will be electric, so reverse cycle does both jobs. Before the plans are final, ask where the outdoor unit goes on the block, whether the roof space suits ducted, and how many zones you'll get. A ducted specialist can size it from a heat load calculation rather than the floor area.

An estate house from the 2000s or 2010s. Mostly servicing and making the most of what's there. If you have gas ducted heating and want cooling, add-on cooling may work through the same ducts, depending on the heater.

An older town home. Expect heating decisions: service an old gas heater, or replace it with gas or ducted reverse cycle. See ducted heating in Melbourne.

A rental. With 30.8% of homes rented, landlords should plan for 1 March 2027, when new agreements need efficient cooling in the main living area.

What we'd do

What we'd do in Pakenham

If you're building, settle the heating and cooling design with the builder early, because changing it after handover is much harder than getting it right once. In an existing estate home, service what you have and add cooling only where you need it. In an older house, plan the heater replacement before winter forces it.

Questions people ask

Can I have gas heating in a new Pakenham home?
Not in one built from 1 January 2027. New homes are all electric from then, and connecting mains gas to a new building is banned. If your home already has gas, you can keep it.
What should I ask my builder about heating and cooling?
Where the outdoor unit will sit, whether the system is sized from a heat load calculation, how many zones there'll be, and what brand and warranty you're getting. Ask for it in writing.
Does my Pakenham rental need air conditioning?
From 1 March 2027 for a new or month-to-month agreement, and every rental needs fixed cooling from 1 July 2030.
