What makes Balwyn different
Interwar villas, then bigger homes
eMelbourne says tram extensions and new estates between 1919 and 1922 brought suburban villas, and North Balwyn grew from the 1930s with larger homes. In 2021, 58.5% of occupied dwellings were separate houses and 26.0% townhouses or semi-detached.
Heritage estates
The Reid Estate (HO192) is a generally intact interwar landscape of large detached houses, mature gardens and street trees. Boroondara grades every property in an overlay as significant, contributory or non-contributory, and the grade changes how it assesses a permit.
The street test
Victoria's Heritage Overlay needs a permit for domestic services normal to a dwelling, which can include an air conditioner, if they're visible from a street or public park. The clause says a lane doesn't count as a street.
Back lanes
Wikipedia notes that some older parts of Balwyn have service lanes behind the houses, and that blocks are relatively large. If yours backs onto a lane, the rear of the house may be the easiest spot for an outdoor unit, planning-wise.
Where the outdoor unit can go
Start with what someone standing in the street, or in a park next door, can see. A unit on the back wall, low down a side passage behind a gate, or on the lane side usually stays out of that view. One on the front verandah or a front-facing roof plane almost certainly doesn't.
Boroondara suggests checking VicPlan for a planning property report before any works, so you know if the property is in an overlay at all. If the only workable spot is visible, ask the council early rather than after the install.
The jobs most likely in Balwyn
Whole-house heating. With this many four-bedroom homes, gas ducted or ducted reverse cycle is the usual system. The Victorian Government's 2025 gas reforms leave heating unchanged for owner occupiers, so a working gas heater can stay. See ducted heating in Melbourne.
Cooling through the heating ducts. Rinnai says add-on cooling relies on a compatible heater, and that not every existing ducted heater can support it. Have the heater and ducts assessed by someone who does add-on cooling before you commit.
Zones for a big floor plan. Seeley says zoning lets you heat only selected rooms, subject to the house's design. Separate living and sleeping zones stop you heating empty rooms all evening.
What we'd do
What we'd do in Balwyn
Check for a Heritage Overlay before anyone quotes. If you're in one, ask each installer to mark the outdoor unit's spot on a sketch of the block, out of sight from the street or on the lane side. Then have the system sized room by room from a heat load, not copied from the old heater's label.
